When playing a manipulation card on mobile, I wasn't able to rearrange the cards. If i double tapped the card, it did have a move up option, but it already finished the manipulation.

you shouldn't double tap the card, but double tap and hold to open the context menu.

In this case, you should have the move up and move down options depending on their availability.
