I understand the bug, I think. Sad, I thought I caught all the game getting stuck bugs in the beta, but apparently not:

1. Play a favor card. Note that in this step it is very important that you play it against another player and not against yourself, and that this player can pause and not do anything (a bot will give you a card right away so this won't work).
2. When the reaction time is up and while you are waiting for your opponent to give you a card, press F11, reconnect, refresh the page if on the Web client, etc...

Congratulations, you have reproduced the problem. Instead of waiting for your opponent to give you a card, now the game is asking you to give a card to yourself.

BTW, if on step 2, your opponent presses F11 instead of you, the list to give a card is gone and the game is stuck.
It looks like the logic for this card is a little reversed compared to what should actually happen...
