1. Press v to check your properties.
2. When it is your turn and you try to get out of the properties list you are no longer able to play.
The only work around that I have found is to save the game then restore the game. This does not always result in a fix however. This seems to be a long-standing bug as I've noticed this in prior versions.

Bug found. It happens when you press V or Shift+V if you are asked "do you want to buy X ?" at the same time.
